حضر الحفل الى جانب سعادة السفير ،وزير العدل السيد محمد محمود ولد عبدالله ولد بيه والمستشارة هند بنت عينين والسفير محمد الحنشي ولد كتاب مدير العلاقات بوزارة الخارجية ونخبة من سفراء الدول الأجنبية والعربية بالاضافة الى الجالية الهندية المقيمة فى موريتانيا





سعادة السفير ألقى كلمة بالمناسبة قال فيها :
أصحاب المعالي والسعادة، أيها السيدات والسادة، الأصدقاء الأعزاء،
تحتفل الهند في 26 يناير من كل عام، بدخول دستورها حيز التنفيذ أي قبل 75 عامًا في عام 1950، مما يمثل تحول البلاد من مستعمرة بريطانية إلى جمهورية ذات سيادة.
ويمثل يوم الجمهورية احتفالًا بروح الهند الديمقراطية وتراثها الثقافي الغني، مما يلهم مواطنيها بالتمسك بالمبادئ المنصوص عليها في الدستور والعمل من أجل مستقبل أكثر إشراقًا للجميع.
-الهند واحدة من أقدم الحضارات في العالم، تتمتع بتنوع ثقافي غني يمتد لأكثر من 4000 عام، حيث شهدت اندماج العديد من العادات والتقاليد التي تعكس التراث الثقافي العريق للبلاد.
تاريخ الأمة يظهر عظمة تطورها - من دولة عانت تحت الاستعمار إلى واحدة من الاقتصادات الرائدة في العالم. وكان الحماس الوطني للشعب هو القوة الدافعة وراء هذا التطور، مما يغرس شعورًا بالفخر الوطني في قلوب الهنود داخل البلاد وخارجها.
على مدار 75 عامًا من الدستور، شهدت الهند تقدمًا شاملًا. في وقت الاستقلال، كانت البلاد تعاني من الفقر والجوع، لكن إيماننا بأنفسنا دفعنا لخلق الظروف المناسبة لتحقيق الازدهار للجميع. بفضل جهود مزارعينا وعمالنا، أصبحت الهند اليوم خامس أكبر اقتصاد في العالم وتؤثر على الاتجاهات الاقتصادية العالمية
في السنوات الأخيرة، حافظ معدل النمو الاقتصادي على ارتفاعه المستمر، مما أتاح فرص عمل للشباب، ووفر دعمًا ماليًا للمزارعين والعمال، وساهم في الحد من الفقر. والإصلاحات الاقتصادية الجريئة ستحافظ على هذا الاتجاه في السنوات القادمة.
وضعت الحكومة الهندية الأولوية القصوى للشمول المالي والمبادرات الهادفة إلى تحسين حياة المواطنين عبر برامج دعم مالي متنوعة.
كما تمت إعادة تعريف مفهوم الرعاية الاجتماعية من خلال تنفيذ برامج تهدف إلى التنمية الاجتماعية والاقتصادية لجميع الفئات، بما في ذلك الفئات المحرومة والأقليات.
وركزت الحكومة على تطوير البنية التحتية، بما في ذلك الطرق والسكك الحديدية والموانئ ومراكز الخدمات اللوجستية، مما خلق منصة تدعم النمو على مدى العقود القادمة.
وأحدثت الهند ثورة في التكنولوجيا المالية من خلال تقديم خيارات دفع رقمية مختلفة ونظام تحويل المزايا المباشرة، مما عزز الشمول المالي والشفافية.
يساهم الاستثمار المتزايد في التعليم في تحسين جودة النظام التعليمي، مما يعزز مكانة الهند في مجالات العلوم والتكنولوجيا
تحتل الهند الآن المرتبة السادسة عالميًا في تسجيل براءات الاختراع، كما شهدت تحسنًا مستمرًا في مؤشر الابتكار العالمي.
وأصبحت الهند لاعبًا رئيسيًا في الأبحاث المتقدمة، مع مبادرات مثل المهمة الوطنية للفيزياء الكمية والأنظمة السيبرانية الفيزيائية المتعددة التخصصات.
واصلت منظمة البحوث الفضائية الهندية (ISRO) تحقيق إنجازات مهمة، وأصبحت الهند رابع دولة في العالم تمتلك قدرات متقدمة في تقنيات الفضاء.
وفي مجال الرياضة، حقق الرياضيون الهنود نجاحات باهرة، مثل فوز اللاعب دي. جوكيش بلقب بطل العالم في الشطرنج.
ولعب الهنود في الخارج دورًا هامًا في نشر الثقافة الهندية وجعل الهند فخورة بإنجازاتهم في مختلف المجالات.
وفي عالم يواجه الصراعات، يبقى الالتزام بمبادئ غاندي في الحقيقة واللاعنف ذا صلة أكثر من أي وقت مضى.
وتواصل الهند ريادتها في مواجهة التغير المناخي عبر مبادرات بيئية مثل "مهمة نمط الحياة البيئية" وحملة "شجرة واحدة من أجل الطبيعة الأم".
كانت سنة 2024 عامًا مميزًا في العلاقات الدبلوماسية بين الهند وموريتانيا، حيث شهدت أول زيارة رسمية لرئيس هندي إلى موريتانيا في أكتوبر 2024، ما يعكس اهتمام الهند بتعزيز العلاقات الثنائية.
وتزامنت الزيارة مع رئاسة موريتانيا للاتحاد الأفريقي بعد انضمامه كعضو في مجموعة العشرين خلال رئاسة الهند في عام 2023.
ناقش الرئيس الهندي مع فخامة الرئيس الغزواني مجالات التعاون في قطاعات الزراعة والصحة وتقنية المعلومات والطاقة وغيرها، مما أدى إلى توقيع صفقة فوسفات بقيمة 2 مليار دولار بين مستثمرين هنود وموريتانيين.
ورغم المسافة الجغرافية، فإن الأفلام الهندية شكلت جزءًا من الحياة الثقافية للموريتانيين، ومن المتوقع أن يعزز برنامج التبادل الثقافي العلاقة بين الشعبين.

Dear Excellencies and Friends,
1. Republic Day of India is celebrated every year on January 26th, which marks the day when the Constitution of India came into effect 75 years ago in 1950, commemorating the country's transition from a British colony to a sovereign Republic.
2. Republic Day is a celebration of India's democratic spirit and rich cultural heritage. It continues to inspire its citizens to uphold the principles enshrined in the Constitution and work towards a brighter future for all.
3. India is one of the oldest civilizations in the world with a kaleidoscopic variety and rich cultural heritage, spanning a period of more than 4000 years, and witnessing the fusion of several customs and traditions, which are reflective of the rich culture and heritage of the Country.
4. The history of the nation gives a glimpse into the magnanimity of its evolution - from a Country reeling under colonialism, to one of the leading economies in the global scenario. More than anything, the nationalistic fervour of the people is the contributing force behind the culmination of such a development. This transformation of the nation instills a sense of national pride in the heart of every Indian within the Country and abroad.
5. The 75 years of the Constitution are marked by an all-round progress of a young republic. At the time of Independence and even later, large parts of the country faced extreme poverty and hunger. But one thing we were not deprived of was our belief in ourselves. We set down to create the right conditions in which everyone would have the opportunity to flourish. Our farmers toiled hard and made our country self-sufficient in food production. Our labourers worked relentlessly to transform our infrastructure and manufacturing sector. Thanks to their sterling efforts, India’s economy today ranked 5th largest economy and influences the global economic trends. Today, India is taking leadership positions in international forums. This transformation would not have been possible without the blueprint laid down by our Constitution.
6. In recent years, the economic growth rate has remained persistently high, creating job opportunities for our youth, putting more money in the hands of farmers and labourers, and lifting more people out of poverty. The bold and far-sighted economic reforms will sustain this trend in the years to come. Inclusion is the cornerstone of our growth saga, distributing the fruits of development as widely as possible.
7. As our government continues to assign top priority to financial inclusion and initiatives for citizen centric welfare schemes as part of ‘Ease of Doing’ and ‘Ease of Living’ have been expanded to provide more people access to a variety of financial support schemes.
8. Equally importantly, the government has redefined the notion of welfare. There have been dedicated schemes for aiming for the socio-economic development of all the communities including backward class and minorities. A Development and Welfare Board has also been constituted for the De-notified, Nomadic and Semi Nomadic Communities.
9. Meanwhile, the focus on physical infrastructure development, including roads and railways, ports and logistics hubs, over the years, particularly in the past 10 years has created a platform that will support growth for decades to come.
10. The way the government has used technology in the field of finance has been exemplary. A variety of digital payment options as well as the system of direct benefit transfer have promoted inclusion, bringing a significant number of people within the formal system. It has also brought unprecedented transparency in the system. In the process, within a few years we have created a robust Digital Public Infrastructure that is among the best in the world.
11. It is, after all, our young generation that is going to shape the India of tomorrow. Education, in turn, shapes these young minds. Therefore, the Government has increased its investment in education and made every effort to improve every parameter related to this sector. The results so far are more than encouraging.
12. With a stronger foundation of the school-level education, India has been scaling new heights in various branches of knowledge, particularly in science, along with technology. For example, India stands sixth in terms of intellectual property filings in the world. We have consistently improved our ranking in the Global Innovation Index, moving from 48th position in 2020 to 39th in 2024.
13. With rising self-assurance, we are increasing our participation in cutting-edge research with a series of initiatives. The National Quantum Mission aims to create a vibrant and innovative ecosystem in this new frontier of technology. Another noteworthy beginning is with the National Mission on Interdisciplinary Cyber Physical System, which plans to focus on several advanced technologies including artificial intelligence, machine learning, robotics and cyber security. These technologies were called futuristic till recently, but they are fast becoming part of our daily lives.
14. The Indian Space Research Organisation (ISRO) has been taking giant leaps in space in recent years. This month, the ISRO once again made the nation proud with its successful Space Docking Experiment “SpaDeX’. India has now become the fourth country in the world to have this capability.
15. Our increasing confidence levels as a nation are also reflected in the arena of sports and games where our players have scripted thrilling success stories. The achievements in the sports during the year 2024 were capped by D. Gukesh, who became the youngest World Chess Champion.
16. Our brothers and sisters living abroad have taken the best of our culture and civilization to different parts of the globe and have made us proud with their achievements in diverse fields. They have always considered themselves to be a part of the India Story.
17. In today’s war-torn world, let us reaffirm our commitment to strive to realize Gandhiji’s dreams and teachings. His watchwords, truth and nonviolence, continue to remain relevant for the whole world, even more relevant today.
18. Each of us must contribute to the efforts to counter the global threat of climate change. There have been two exemplary initiatives in this regard. At the global level, India is leading a mass movement, called Mission Lifestyle for Environment, to inspire individuals and communities to be more pro-active in protecting and preserving the environment. Last year, on World Environment Day, we launched a unique campaign, 'One Tree for Mother Nature’, paying tribute to the nurturing power of our mothers as well as of Mother Nature. Its target of planting 800 million seedlings was achieved ahead of the deadline. The world can learn from such innovative moves that people can adopt as their own movements.
19. Since the establishment of our diplomatic relations with Mauritania, year 2024 was a very special, historic and memorable year in our diplomatic relations with Mauritania. My deployment as the first resident Ambassador of India to Mauritania was the first step in this direction. The much awaited and historic first ever visit of the any highest leader from India took place in October, 2024, when our President visited Mauritania as part of India’s outreach policy towards Africa and the of course the importance that India attaches to its relations with Mauritania. The visit of President was also to reassure India’s desire and commitment to actively engage with Mauritania.
20. The visit took place at the crucial juncture when Mauritania is the Chair of Africa Union after inclusion of AU as the 21st member of G20 under India’s Presidency in 2023 to reiterate India’s initiative to raise the voice of Africa at important multilateral fora.
21. During the visit, our President had one to one talks with Excellency, President Ghazouani and discussed at length the issues of mutual interest for the benefit of people of the both the country. Our President conveyed that India is a reliable development partner of Mauritania and, therefore, want to play an important role in the development process of Mauritania, particularly in the fields of agriculture, health, ICT, mining, energy, transport, infrastructure, defence, etc. through G2G collaborations and through private investment from India and capacity building programmes of Government of India. As a result of our President’s visit, one of Indian private company has concluded phosphate deal with Mauritania businessmen worth US dollar 2 billion. We are now encouraging more and more private investors from India to invest in Mauritania.
22. Although the geographical distances and non-availability of direct connectivity between India and Mauritania did not allow much people to people connect, but Indian Bollywood movies have been part of Mauritanian friends’ life and many Indian actors and actresses are the household names in Mauritania. We believe that after signing the Cultural Exchange Programme between India and Mauritania will enhance our cultural exchanges and people to people connect, as our culture, tradition and family values are quite similar.
23. Let me once again thank the Excellency, the President Ghazouani and his Government for all the support and warm welcome and gracious hospitality extended to the President of India and her delegation during her visit to Nouakchott last year. I take this opportunity to further wish the Excellency, President Ghazouani and people of Mauritania all the very best for their welfare and bright future.
